The City of Avalon, formally known as Keystone and Veralon, is the capital city of the Crown of Avalon. It is built on mostly reclaimed and artificial land. It is located in northeastern Rathnir, in the Osterium Sea. It is also the cultural and financial center of Avalon.

In February 2021, a plan was created which would start the construction of a road system throughout Plagos. The City of Keystone was a part of the planned highway system.
